D103 will be sponsoring two speech contests this year, namely the International Speech Contest and something new, the Tall Tales contest!
In the future, we plan to rotate between Humorous, Table Topics, Evaluation and Tall Tales contests.
Why the Change?
Historically, D103 and our predecessor, D30, held four district-sponsored speech contests, with Evaluation and Humorous speech contest in the fall, along with a Tables Topics and International Speech contests in the spring.
Our International board noted that we cannot hold fall contests at the district level this year. All district-sponsored contests must culminate at the annual conference in the spring.
The goal of reducing speech contests was to give area directors and clubs more time to focus on club quality areas, such as learning about the District Club Program, completing club, area, division and district success plans, as well as using important tools such as the Moments of Truth workshop.
What is a Tall Tales contest?
Contestants present a speech on a topic that is highly-exaggerated and improbable in theme or plot.
Speeches are 3 to 5 minutes and may use humor and props to support or illustrate the speech.

District level contests and dates
- Tier 1 – Club level, where clubs can hold contests or select participants for the next tier
- Tier 2 – Area contests, covering typically 4 to 7 clubs per area
- Tier 3 – Division contests, covering typically 25 to 30 clubs per division
- Tier 4 – District contests, covering typically 100 to 200 clubs per district
D103 Timeline for Speech Contests
Club contests or selection – 15 weeks: Oct. 1st through Jan. 15th (Contest training also in October)
Area contests – 7.5 weeks: Jan. 16th through Mar. 9th
Division contests – 4 weeks: Mar. 10th through Apr. 6th
District Contest – April 12-13, 2019, times TBD
